Replace the master metric
Human Scale has often used walkability and proximity as shorthand for humane places. The stronger measure is usable access: what destinations can a person realistically reach, how long it takes, how reliable and safe the trip is, what it costs, and what happens when the preferred mode fails.

Design for human error
WHO's Safe System framework treats humans as fallible and physically vulnerable. Roads, speeds, vehicles, road users, and post-crash systems should work together so ordinary errors are less likely to become death or permanent injury.
No mode gets moral monopoly
Can combine mobility with physical activity and low environmental burden where routes are safe and trips are feasible. Not every body, climate, distance, or task fits.
Provide door-to-door flexibility, weather protection, disability access for some users, family transport, freight, and rural reach. Compulsory car dependence can exclude non-drivers and consume large money, land, and time.
Can provide high-capacity access and independence from driving. Judge it by frequency, reliability, transfers, accessibility, operating span, safety, and real destinations.
Telehealth, remote work, delivery, online government, and digital participation can eliminate some trips — when the remote substitute actually works.
Transportation is time policy
Count door-to-door elapsed human time, not only miles or vehicle speed. Commutes, transfers, waiting, parking, schedule uncertainty, border processing, school drop-off, paratransit windows, and long medical trips all shape whether a system returns or consumes life.
Mobility justice is not identical treatment
Children, wheelchair users, blind pedestrians, night-shift workers, parents, rural residents, cyclists, delivery workers, and older adults do not need identical transportation. Equity can require different tools: paratransit, accessible parking, curb ramps, protected crossings, audible signals, transit subsidies, safe cycling routes, car access, delivery, or remote alternatives.
Transportation and place are coupled
Housing, jobs, schools, care, retail, freight, and services create travel demand upstream. Proximity can reduce burdens, but specialized regional destinations will remain. Human Scale should ask which distances are necessary, which are artifacts of land use or price, and which transport system bridges them best.
Doctrine-wide corrections
Keep safe active mobility without using one mode as the definition of humane place.
Engineer around human error and vulnerability.
Preserve car benefits while reducing unnecessary compulsory dependence.
A route on a map is not access.
Waiting and uncertainty are real transport costs.
Where feasible, one failed mode should not isolate a person from ordinary life.
What would change our minds?
Reduce active-mobility emphasis where climate, safety, disability, distance, or preference make other modes consistently better. Expand car access where it is genuinely the most effective way to preserve participation. Challenge car dependence where non-drivers lose ordinary life. Reject transportation projects that move vehicles faster while worsening total human access, safety, or time.
