Resilience is not self-sufficiency. It is the ability of people and systems to keep essential functions working, adapt when something fails, recover without abandoning vulnerable people, and learn before the next disruption.

Resilience is a property of a network, not a synonym for decentralization.

Start with essential functions

NIST community-resilience planning focuses on how buildings and infrastructure support social and economic functions. FEMA's Community Lifelines similarly organizes response around essential functions rather than isolated assets.

The question is not whether a community “has resilience.” Ask which essential service must continue, what can fail, what backs it up, and how long recovery takes.

Local capability + larger capacity

Households and neighborhoods can check on people, share information, provide temporary supplies, coordinate rides, and solve small failures. Regional grids, trauma care, wildfire response, water treatment, forecasting, telecommunications, logistics, and catastrophic finance require larger systems.

Household

Basic supplies, contacts, medication continuity, plans.

Community

Mutual aid, local information, shelters, wellness checks.

Regional / national

Specialized response, utilities, logistics, finance, mutual aid across jurisdictions.

Ask what must still work at each scale when another scale is degraded.

Redundancy has a cost

Backup power, alternate routes, multiple suppliers, spare capacity, storage, local batteries, redundant communications, and mutual-aid agreements can improve resilience. They also cost money, land, maintenance, inventory, and operational attention. Unmaintained backups become theater.

Invest in another path when the function is critical enough and the failure plausible enough to justify it.

Disability changes the stakes

A power outage may threaten respiratory equipment, refrigerated medication, powered mobility, elevators, communication devices, cooling, or other health-critical functions.

Preparedness without permanent emergency

Prepare proportionally to realistic local hazards: know alerts, protect medication/documents, maintain reasonable supplies, plan for children/pets/disability/caregiving, know evacuation options, and invest collectively where household preparation cannot solve the problem.

Do not turn ordinary life into permanent emergency posture.

Efficiency and resilience can trade off — or reinforce each other

Over-optimization can remove slack and alternative routes. But obsolete duplication and fragmentation can also create failure. Predictive maintenance, flexible routing, standardized interfaces, sensing, fault isolation, forecasting, and inventory visibility can improve both efficiency and resilience.

Recovery counts

Surviving the first hours is not enough. Housing, work, schools, healthcare, mental health, small business, benefits, insurance, documentation, and rebuilding can take months or years. Administrative burden can become a second disaster if exhausted people must navigate disconnected systems with weak status information and appeal.

What would change our minds?

Reduce investment in backup or local systems when maintenance, complexity, cost, and low reliability exceed the resilience benefit. Strengthen centralized systems where scale and pooled expertise clearly improve recovery. Strengthen distributed systems where they measurably reduce outage duration or single points of failure. Reject programs that systematically leave isolated, disabled, poor, or marginalized people with worse protection.

Human Scale resilience is not the ability to live without larger systems. It is the ability of people, households, communities, infrastructure, and larger institutions to keep essential functions working together when parts of the system fail.
